As we did not experience the issue ourselves, we couldn’t replicate it either. The user either may not have had a chance to update their Chrome or was working in a controlled environment where they are particular about the versions they are using. We have only had that one report but figured if one person experienced it then others may too. For now, turning off Smooth Scroll seems to be the fix for the time being.
I found this one other thread in the forums that seems similar, although for the Agile theme:

The client staff member who experienced the glitch was on Mac Chrome 32.0.1700.1072 and we are on Mac Chrome 33.0.1750.152. But I don’t recall experiencing that glitch even when we were on earlier versions of Chrome.
For the time being, I used the recommendation found in the following forum thread which was to Disable Smooth Scroll found in Theme Options > General.

I would love to be able to continue using Smooth Scroll in Chrome (& Safari), but we’ll have to try again if & when our client can update their Chrome version and test. Of course Chrome 33 has the font display bug but that’s already been discovered here in the forums.

As a follow-up I tried copying and pasting the urls to the home page sections and noticed similar results in Firefox. The size/height of the sections and the height of the browser appears to make a difference in whether the section links land corectly.
When I open new browser windows/tabs and go to each:

I agree it’s hard to support older platforms and it was just our luck that our client had a couple of those Android 4.0.3 devices. I had to work around the issue by removing the social icons from the sticky menu for mobile devices (setting max-device-width of 1280). I added the social icons to the footer and repeated the social icons for smartphone-sized devices within the page content to compensate.
Stange bug.

When you first come to the site on a tablet with Android 4.0.x, the header is displayed correctly with the menu and social icons. However, once a visitor scrolls down the page, the sticky header completely disappears and in its place, the Facebook and Twitter text (which do not appear to be links) is displayed on the upper left and overlapping each other as seen from the prior posted screencaps.
This is happening because of a custom css that I have added in an attempt to change the behavior of the display of the social icons. By default with the AppDev theme on any browser, if a user enables the social icons, they display on the header when landing on the site, but are hidden on the sticky header once a user scrolls down the page. Our client wanted to have the social icons stay on the sticky header as a user scrolls down so that those social links are always available. To try to accommodate that, I added the following modified declaration to the Theme Options > Custom CSS to force the social-container to always display:
#header.sticky .social-container {display: block; top: 15px;}
This appeared to work on desktop/laptop screens and tablet-sized screens in landscape mode which was perfect until the reported issue with the client checking with tablets using Browser in Android 4.0.3. Disabling my custom style allows the sticky header to display correctly again. Are there any suggestions for a correct way to force the social icons to display with the sticky header?

I did indeed need to create a WordPress menu. But instead of adding sub-page links via the WP menu, since I did not want drop-downs from the primary menu, I set my sub-pages with the main page I wanted as the parent. Now the desired primary menu link stays highlighted when visiting a corresponding sub-page.

I don’t know if this is related (and this was already happening), but when I refresh the site or load the site on a new browser window, the menu loads with the next section (Product Tour) highlighted in the menu instead of Home.

The theme is currently automatically generating the menu links (behind Home in the first position) based on the sections and pages I have without selecting anything from Theme Options > Single Page. If I select the sections and pages I have in the Single Page settings, Sections appear first in the nav menu followed by Pages (and Home now appears twice).
Are you both suggesting that I need to create a WP Menu with custom links so that I can either append the Home url with a “/” or setting the target for the Home link as #header? I don’t see how I can adjust the Home link otherwise with the auto-generated links.

.widget ul li:hover { padding-left: 22px; }
This is because the Slider Revolution resides in a widget on the single page. Once I added a custom style to override the left padding to set it to 0, the slider no longer shifts over on hover. The curious thing is why the left padding didn’t trigger on hover on the older Slider Revolution included with the AppDev theme.
Anyways, both my glitches resolved and hopefully this info will help others.

sq2dMemberI meant that I like the form layout and style of your two-column Contact Form generated from your shortcode. Some of your responses to other forum posters suggested installing Contact Form 7 in order to generate forms that suited their purposes. Rather than attempt to recreate your form layout with Contact Form 7, I wanted to retain your Contact Form and look into a few tweaks to fit our needs.

Franksq2dMemberYou have to perform a separate upload and activation of Revolution Slider zip, which can be found buried within the original expanded Appdev theme zip on your computer. I found mine in the following location:
