Theme Option is bare

When I go to the Option Tree, I only see three items: import, export, and layouts. I copy pasted the Theme-Options.txt file contents into the import area and hit import. Nothing changed. I do not see any layout files in the full theme. I am attaching an image of what I see. I don’t see the answer in the documentation. What did I do wrong?

I added all recommended and required plugins, FYI.

My site is behind maintenance, so it cannot be seen while I effect the changes to the look with your theme.

For setting options using the option tree, pls visit Appearance->Theme Options. Pls see below screenshot.

The Option Tree menu exists only for maintenance activities.
