Can I set GIF as featured image? I am thinking that as solution if my problem with revolution slider cannot be resolved.
No it is not possible because theme grabs the resized version of the featured image you upload .
And in the case of an animated gif it will not grab the original gif image, and so you end up with a static image.
You can try this plugin if required – https://wordpress.org/plugins/autoset-featured-image/
