Padding between sections

Im attempting to lesson the padding between sections im currently working on the slogan 1 section and i can fix it to the way i want in my firebug but when i put the css changes into custom css it does not take effect. Im using the following code.

.segment.slogan1 {
padding: -20px 0;
}

Any ideas?

This seems like more of a issue of no css i add to custom CSS working the second i go to the css document and change things it works.
