In the page edit window you can see “Custom Header Options” there you can add custom Heading background image .

I checked there are no IP blocks active on my site

Pls update your theme to latest version-4.3 -currently you are using very old verion theme 3.3 .
You can download latest version theme from your themeforest account downloads tab .
Also update VC and templatera plugins which you can find in latest theme downloaded bundle – Visual_Composer-Templatera folder.
