How to make image auto resize when on any device

Hi,
How do I make a background image auto re-size on any device/when I re-size my web browser. The image attached is what I want to auto re-size proportionally when viewed on any device/re-seze browser. What css code do I use and where about do I place the code in the theme. This is my website http://www.peternguyenfitness.com/home/

I’m also struggling to get the contact form on the home page (embeded into the slider layer) to auto resize. What css do I need to make the contact form resize on different media devices and where would I place the code. Thank you

You need to apply CSS media queries and you can insert it in themeoptions > Custom CSS tab.
