1) You can set the number of columns in the Footer tab of the options panel. Pls check for the Footer Columns setting at the very top of this tab.
2) The theme comes with multiple sidebars or widget areas to help you have different sidebars for pages/posts/blogs etc. But the footer itself, sorry, there is no option right now to change it based on the post/page being viewed. Once configured, it takes effect across the whole site.
